If they are internal employees or on-site contractors then they need CALs (but presumably if they already have user accounts they already have CALs, unless you did something unusual like device CALs). I might be off on this, because I've never been able to get a consistent answer from anyone at Microsoft, so if anyone can clarify please do, but my understanding is there are three categories of users to consider: internal employees/contractors, external customers/contractors, and anonymous users that are never authenticated by any means
